Wedding Gift: Shotguns & States

A close friend is getting married and I am in his wedding party. He recently purchased his own home and has expressed interested in getting a HD gun.

I'm considering buying him a shotgun as a wedding gift. Here's the legal part: I am in NE and he is in CT. Some questions:
Does he need a license, permit, registration (etc) to own, buy, possess, or transfer a shotgun in the state of Connecticut?
Am I better off purchasing the shotgun here, having my FFL ship it to his FFL, and have them do a 4473?
Or, should I call a dealer in CT and pay the dealer there (maybe buy a gift certificate?), and have my friend get the gun from that dealer's inventory? It'd be nice if he had a receipt for insurance and legal purposes.

What other concerns are there?

BTW, it'll probably be a Mossberg 500 12ga.
 
It would probably be easiest for him to find what he wants at a dealer in his state and then you either pay for it, provide a gift certificate (if possible), or give him the cash. Unless it is legal for him to buy long guns in your state, in which case you can get it done at a place near you (but then, you're still looking at those three options).

I doubt I'd bother buying it in one spot and transferring it; that's too much trouble unless you find a wonderful price. Mossberg 500s are easy to come by, so I wouldn't worry about doing that.

You could probably get a gift card (used to be called gift certificates, but now they have magnetic strips, LOL) for the cost of the Mossberg, and give that to him. Check some of the sporting goods stores in that area; Sports Authority, Bass Pro, whatever; get a $500 gift certificate for him, and tell him in the card that goes with it that it's for a new Mossberg.

Nice wedding gift!
