Mental instability is not a diagnostic term. If he actually receives SSDI, it could be based upon something as simple as ADHD, anxiety, or other condition that makes him unable to hold a normal job. Federal law requires that someone be adjudicated mentally defective to disqualify from possession. It's not something to be made light of, as most of us could be disqualified if we live long enough.
