What companies do special-run commemorative guns to order?

I think Henry Repeating Arms has special rifles that might meet your needs.
Ruger and Remington have offered limited ed runs for SEALs, MARSOC, SOAR, etc.
Beretta USA does limited ed firearms but I don't think they offer clubs or small group offers.
The Franklin Mint might offer a special gun too but you'd to check on rates or prices.
 
I know that ParaOrdnance will do custom runs. They recently did a run for our local fire department.
 
Famously Colt Firearms has always offered private edition guns made to the customers specs as far as cosmetics like engraving, custom grips, gold or silver inlays, barrel length, etc are concerned.
Colt will pretty much make whatever the buyer can pay for, the skies the limit.

Colt will make special order individual guns for a single buyer, or private edition models.
At one time there was a 25 gun minimum for a private edition. I don't know about now, but I think there is no longer a minimum order.

These private editions are made for fraternal and police organizations, companies as employee or customer gifts, for sales as money raisers for organizations, and for people who just want to give friends a unique gift.

Since these are private issue sales, most are unknown to Colt collectors.
 
I don't know if it was true or not, but a guy once told me that
Ruger will make up the Number 1 on special order. The guy
said that Ruger will make one in a caliber of your choice for
25 guns or more. Just hearsay on my part.

I know Colt will make special runs as my son's unit in Iraq (Odin 4) had a run of 54 stainless 1911A1s made with their unit insignia engraved on it plus the unit name. I bought one of them and put a few magazines through it before it went into the back of the safe. It will go to one of my son's children eventually.
 
S&W has made a number of special runs, but I don't know what their criteria are (except for a bulk sale).
