The Supreme kit will include most of that and can be found for roughly $280 - $330 new. The quantity and usability by you for the incidentals (powder, die sets, bullets) would make or break that price. I think it looks like a deal priced near full retail (depends on the quantity of consumable) that I might dicker down on. My starting offer would depend on the condition, quantity and usefulness of the components.
 
Go online to the Cabelas web site and check the price and contents of their RCBS set up kit. I was there about 2 weeks ago and I seem to remember they had a price of $315 for the entire set up. Did not include dies, lyman reloading guide, a second loading tray etc

$380 sounds like a bit much but since they are throwing in powder(various amounts doesn't say much) reload manuals etc, maybe I'm off. You don't say which reloading manuals, Speer nr 13 or Nr 14, which Lyman manual. The RCBS reload book is redundant, Speer and RCBS are the same.

A new Supreme Rock Chucker kit is around $300.00 and includes a manual. Like calaverasslim said, this doesn't include dies or shellholders. You could add another $45.00 or so for one set.
Not knowing what all is included with the deal available to you, it's hard to say if it's a good one or not. If the dies and bullets are for a caliber you shoot, that's all the better.

Unless you know the seller, I personally would be very hesitant to use powder or primers unless they are still unopened and relatively fresh. No matter how hard they are to come by these days.

If it's what you want and fits your needs, make the guy an offer.

IMO the older RockChucker Press is a better design. I went through this with a good friend last Dec. the RC Supreme press is not the quality/user friendly to me as the old RC. I do think that the offer is probably $100.00 too high, and would offer $250.00 and deal from there. Just my 2c's worth..:D
 
In your dealings just remember that it is used equipment. You can get new for a cheaper price. Powder, ect. can go bad if not stored properly. Things can rust. $250 sounds fair. It sounds like the setup is for rifle (based on the powder). If so, you will also need a case triimmer and deburr tool. And a set of calipers, that will cost another $75-$100. And there will be other stuff that you need which you will discover as you go.
