Typically, base to receiver screws are anywhere from 25 to 55 in lbs depending on the make.
Ring to base screws are usually around 55 in lbs (for Weaver / Picatinny style).
Ring upper to lower half screws should be around 15 in lbs. The most common non-torque wrench way to tighten the ring halves together is to use the L-handle torx or hex wrench and hold the short end with your fingers. Then tighten the rings using that L-handle and hold as tight as you can. That should be around 15 in lbs. You don't want to over tighten the ring halves otherwise you risk binding the internals of the scope, or worse, crush the tube.
The use of a torque wrench eliminates the need for blue Loctite or threadlocker (medium strength). Lots of people use threadlocking compound in combination with a torque wrench for added measure. Whatever works, I guess.
