What is this rifle?

What rifle is this or should I say what rifle was this in this photo? Is that a mosin-nagant? And whats with the hole on top?

I'ts a Mosin Nagant. I can't see enough to tell exactly what model.

It looks like it's now used only for drill and parade purposes. The bolt has been removed and a hole drilled in the chamber so the rifle can not be fired. The rifle may have been unserviceable before this was done and is being recyled as a drill rifle or it may still have been fireable before the work was done and it was converted so that, as a drill/parade only rifle they wouldn't have safety issues with using live weapons for these purposes.

I thought it was a mosin-nagant, but that hole was what puzzled me. It's seen better days.
