Raufoss ammo in .50 BMG is real; it's armor-piercing incendiary explosive (with a mass of explosive just small enough to not have each round qualify as a "destructive device"). I've never heard of .223 Raufoss, and I can't imagine there's enough room in a .223 bullet to put in a useful amount of explosive and incendiary compound, AND a steel core.
