You're asking about the low safety lever? I figure it's to allow a low thumb hold that's still on top of the safety.

Thumb Safety known as the "Gunsite Safety". Designed to allow your thumb to comfortable be on top of the safety during firing. Especially if the shooter has small hands or short thumbs. Brownell's sells them.
