So what would this mean? Apparently Trump is for signing an executive order to ban bump stocks. I guess that means rubber bands, sticks, and fingers are banned?

Does that mean he's got the authority to ban the new manufacture and sale of bump stocks?

There is no executive order to ban bump stocks, and Trump can't it by executive order.
