Specifically with inexpensive ammo such as the 550 round federal bulk pack from walmart. I've had good luck with a Ruger 10/22 but I imagine some bolt or lever guns would should be near perfect reliability.
Speaking purely of semi's , my 10/22 is okay with hi cap/aftermarket mag's, but it will jam occasionally. I've never seen my Dad's tube fed Marlin jam.
I don't know what the most reliable is but I know that it is NOT my Remington 597. It'd be a miracle if it shot a whole ten round mag with no malfunctions.
I too am interested in knowing what semi .22's people have found reliable.
i'm sure anything you cycle after every round manually would be more reliable than a semi. my grandpa has a pretty reliable old pump 22 that's fun, although we pretty much just run cci minimags through it, although i think that's about all they have where he got ammo, up until he had to move to an assisted living. don't know where that gun is. If it's still at his farm, i'll snatch it, but i think my cousin may have it
All these guns will feed it reliably in my personal experience:
Marlin 60
Model 1 Sales AR .22LR dedicated upper (Ciener bolt with .22LR barrel)
Marlin 39M (My 39A is at Marlin for repairs on the extractor; when it works, it works fine with any ammo, but I can't say it works right now. )
Ruger 22/45 pistol
H&R .22 revolver
I had one gun that didn't like it: a stock 10/22. I sold it. A .22 that requires expensive ammo is of no use to me.
There are few guns whose purchase price isn't eclipsed by the ammo you shoot through them, eventually. I don't want that to happen sooner than it needs to, at least with a plinker!
My Anschutz has had zero (0) failures with every ammo I've tried in it. Cheap stuff all the way to target grade ammo. The firing pin strike is impressive to say the least.....My Marlin 60 is very reliable also.......It's chomps through the ammo.
I used to have numerous problems with my 10/22. Then I learned that it needs very little oil, like 2 drops. Since I got stingey w/oil, the malfs have completely ceased.

Lots of bolt actions and single shots
Remington Nylon 66 (very few of the 77's can fire more than 1,000 shots without needing repairs...some but not most)
The one long gun I own that I can say with no exaggeration has never jammed since it was new in the early 70's is my winchester model 270 .22 s/l/lr pump.
Nylon 66 set a world record over 100,000 rounds without a malfunction {actually 100,010 rds} took a week to shoot that many rounds. Check Guinness Book of World Records.
My Marlin 981T has been perfectly reliable with EVERY .22 ammo from .22lr to .22 shorts, CB's, and the Aguila super Colibri ammo.
it will feed ANYTHING. It is also quite accurate. Using Federal 550 bulk pack I was able to shoot about 50 rounds into about 3.5 inches last time I had it at 100 yards.
She seems to like Remington Golden Bullet the best as bulk packs go. I would love to see what it could do with quality ammo.
I haven't found any semi auto to be very reliable. The 10/22 and model 60 are so dirty that they don't feed perfectly every time.
All of my bolt and lever .22's are very reliable, bolts from a detachable magazine is the most reliable. Tube magazines work great, but have caused more problems than detachable mags for me.
