I really don't want to seem like an elitist but, people still have dial-up?
Yes. Its racketeering IMO.

Some places are still so far out there that they dont have cable. "But dont worry, there's a box 600ft away and we'll run a drop to your house if you split the $800 cost with us, and sign a two year contract for our premium bundle package."

The phone companies know about this, and take advantage. "We can bundle your dish, phone, and internet for X amount a month, with a two year contract. As an special introductory offer, we'll upgrade your dial up to 1.5meg DSL for 19.95 a month for the first six months, then it'll cost 39.95 a month. Prices are subject to change, so by the time your six months are over, it will actually triple to the same cost as the 6meg from the cable company that wants $400 from you. Not interested? Okay, than dial up will cost you 19.95 a month, you still have to sign a contract because of the dish, who's prices are subject to change, but your internet connection will remain 19.95 a month until the contract expires."

Be that as it may (and, there won't be as many as you might think since the offending parties have been using those same photos for years on many forums), it's still a pretentious practice.

I got lucky with mine. DSL for 20 bucks a month, forever, with no contract. My house was new, so they had to come in and run new lines to the house, and they did that for free, again, without making me sign a contract. I didn't realize how lucky I got until my dad, in another state, was talking about how he needs to set up a new internet connection (he's not online right now since he just moved) and I was looking up the costs in his area, and they will offer a decent start up deal, but it will cost him a minimum of 40 a month after the initial start up cost.

The downside is that my provider doesn't run anything faster than a 786 kbs connection out here, I want faster, but the cable company wants something like 67 a month, so this is what I've got.
 
In Finland, one has a right to a 1mbit line, however remote (and in Finland, that is still possible)

Starting 2015, you have a right to a 100mbit connection. Wherever in Finland you may live.
