I don't know about local, but WildAlaska has a group buy going on Colt lowers.

I'm not familiar with Mega or Stag lowers. Are these stripped lowers, or entire lowers.
Anyway, plenty of dealers will handle transfers, just ask some (and get their price). Then you or the dealer can send the dealer's license to a manufacturer (like Olympia or Rock River) and get a lower sent out.
Some gun auction sites have links to lists of dealers that handle this kind of transaction.

I hadn't heard of Mega or Stag either, but Ar15.com gives them pretty high marks.

They are sold as stripped or complete lowers.
I actually found a FFL about 45 minutes away that will buy any gun for $25 over cost, plus background check.
I'm not sure he's still in business, but I've dropped him a line.

Mega and Stag are great lowers. The Stag is identical to a Rock RIver Arms.
Eagle Firearms has complete Stag lowers from $191. RRA lowers from $209.

By ordering a complete upper and mating it to a complete lower you can often save $100+ on the cost of buying on off the rack as a complete rifle. It's not hard to build a complete rifle for just a shade over $500.
I got a stripped Rock River lower from Eagle Firearms about a year ago, and I got a Stag Arms stripped lower shipped from Chris at Eagle Firearms, should be here in a couple of days, then I'll build my second AR.
Eagle Firearms has the Stag Arms stripped lowers for $85, and a complete lower with an A2 stock for $193, Chris is a good guy to do business with, all you need to do is find a dealer that can receive the transfer, Chris has a list on his website of ones he already has the FFL on file, or you can find one to do a transfer and send him a signed copy of the dealer's FFL.
