The first time I saw it, I read "200 million murdered killers," rather than "200 million murdered. Killers:..." Maybe some punctuation or a slight separation or different size font to separate "killers" from the previous.
You could try "Can the government agencies responsible be trusted with a monopoly on weapons?" for the last sentence. I think this does more to emphasize that governments carried responsibility for murder, rather than they are "responsible government agencies," which we know they are NOT.
