Will Kansas now honor out of state CCW permits?

Kansas has now passed the CCW law. But permits have not been issued yet. Does anyone know if they are now respecting out of state permits?

I live in Missouri, work in Kansas, and I have a Utah permit so I am wondering about this.

No OOS permits will be honored until at least 01/01/2007 when the first Kansas citizen can file their application. Kansas CCW law allows for reicprocity with other states (as determined by the KS AG analysis) so long as that state's permit is "comparable" in terms of training qualifications and thoroughness of background checks.

In your case, my best guess is you'll be SOL as a MO resident carrying on a Utah permit in KS for two reasons; 1.) the Utah training is not comparable to KS and 2.) it is highly unlikely that the KS AG will buy off on traingular permits (a resident of one state carrying on another state's permit in a third state). Florida, South Carolina, Michigan and several others don't allow triangular permits and I sincerely doubt KS will either.

Your best bet may be to get a MO permit. MO CCW training may be considered similar to KS but that hasn't been decided yet either.

Got any quotes from the actual law to back up that assumption?

UPDATE: I have the actual language of the statute, and it state thus:

(c)A valid license, issued by any other state or the District of Colum-
bia, to carry concealed weapons shall be recognized as valid in this state,
but only while the holder is not a resident of Kansas,
if the attorney
general determines that standards for issuance of such license or permit
by such state or district are equal to or greater than the standards imposed
by this act. The attorney general shall maintain and publish a list of such
states and district which the attorney general determines have standards
equal to or greater than the standards imposed by this act.

Triangular licenses are ok AS LONG AS YOU ARE NOT A RESIDENT OF KANSAS.

Yes it looks like we need to wait for the list to come out. But I suspect Realtor that you will be correct.

I too, wish the KS AG would publish the list of states it will honor well before the first of the year. This way I will be ready to go as soon as possible.

It also appears from the wording of the law, that the KS AG has complete control over which states pass the requirements. Few if any states have permits that have as strict an education requirement as KS does. My guess is the list will be very short..... leaving many on the outside looking in.:(

"A valid license, issued by any other state or the District of Colum-
bia . . ."

SO - DC residents will be able to carry there while visiting with their license, too, huh? Maybe there is one in the works? :D
