Win 67A Stock Loose

I'm trying to help a friend of mine get his Winchester 67A back into shooting shape. The last thing needing attention is the attachment of the barrel/action to the stock. On his rifle even when the stock screw is tightened as far as it will go there is still some looseness between the barrel/action and the stock. Also I noticed that the knurled rim of the stock screw is sunk into the wood. Should the knurled part be above the wood so it can be hand tightened? I think maybe a part is missing but I don't know what it is.

There is a stud in the wood that keeps the stock screw from getting away when it is unscrewed but is there supposed to be another spacer or washer?
 
Either the screw is too long, or something is in the hole in the receiver, preventing it from going all the way in.

Bedding can probably cure it, but cutting the bolt might also work.
 
Is there supposed to be ferrule in the hole? It may be missing, and even if it never had one, making up something along the lines of a pillar would probably end the problem for all time.

WAIT! Just reread the OP. Picher is right, but having a ferrule is not a bad idea in the long run, just not a fix.
