Would these rounds be safe to shoot?

Sure.

They will blow back out when you shoot them.

Deep dents back further toward the head/rim are dangerous, as the brass it thicker there, and that's the last line of defense on the case / chamber seal.

Those dents will blow back out. If they will chamber with no problem I wouldn't be afraid to shoot them.

If they don't want to chamber you'd better pull the bullets and discard them.

I've shot out a lot of shoulder dents in my 30-06 and .243.
 
How did they get mangled as such? Looks like there's marks on the bullets and neck as well...

That top one has me wanting a closer look, but I suspect both would be fine so long as they chamber easily. That said, there's plenty of times I've been burned when I went against the gut feeling, and if it only costs $2 to be absolutely sure you don't have a catastrophic failure (from these rounds, at least), it sounds like a deal to me.
 
The first thing I would do if I were shooting $1+ buck a round TAP ammo is buy some good magazines that didn't cause mis-feeds and dents like that.

But again, those dents, in those locations, are not a safety hazard if you choose to shoot them.
