I was watching American rifleman tv and on "i have this old gun" they had a Inland M1 Carbine. He mentioned that the bayonet lug was added after the was and rear site shoud be a flip up peep sight.

I just got a Underwood Carbine and it has the same lug and sight as the one on tv. I also see in American rifleman a M1 with no lug and with a flip up peep sight.

Has anyone made the change back to WWII config? Is it hard to remove the lug and change the sight?

Does this change the value of the gun?

Just go to Amherst Depot and buy a lug-less barrel band and a repro flip-style sight. Replacing the barrel band requires removal of the front sight, so you may wish to have a 'smith do it for you. Changing the rear sight will involve tapping the existing sight out of the dovetail so if you're not comfortable doing that, take it to the 'smith.

If done right this will not change the value of your rifle, as you can always put it back to it's original configuration.

I believe that all, or almost all, Carbines were originally manufactured without a lug and without a graduated rear sight. Some of the last manufactured might have come out of the factory with the modern set up, but most were retrofitted with same late in the war or after. I happen to prefer the more modern configuration, but for you purists out there, restoring to original config should not alter the value.
