Please note that any references to 27CFR, Section 178, should be changed to Section 478. There hasn't been a Section 178 in 27CFR for several years, ever since the Firearms and Explosives Divisions of BATF went over to the Justice Department.
It might appear that I'm nitpicking, but finding a reference in the CFR online is a lot easier if you know the correct section in which to look.
