That's exactly my point. The NRA's rules work, too. Scout ranges are some of the safest ranges in America.
And no, I belong to two ranges where the NRA's rules are used. So therefore I disagree that the Cooper Four are the standard.

Sounds to me like you're trying to use some kind of legality or responsibility based on results.
Legality should never be used as a substitute for morality, and the results don't have anything to do with whether or not a discharge caused by human error was negligent.

Any other unintentional discharge should have been prevented by the shooter, and is a negligent discharge.

I almost never buy ammunition, I virtually always buy components. And when I do that, I do it online. So I have no idea if I take the last box or not-- I order what I want, when I want it, and stud muffin the UPS man carries it for me.
