The article is illustrated with a classic silhouette target: black ink printed on paper. From the tone, I thought they were talking about targets with recognizable ethnic people, not black silhouettes.
"More paint"? Targets are usually printed with black ink on white to biege paper (a lot of it recycled) for economy. Other colors of ink are the exception. The "Accu Man" targets used when I qualified for my carry permit were printed (in Greeneville TN) in three shades of green, dark outside, lighter green, lightest green, then white for core of target; I kept all 50 in the white (guess I hate white targets using the "logic" of the petitioners).
