That's because the factories have
laboratories and blend many pounds
of powders to get the desired burning
rate and pressures they want to
prepare tons of powder for loading
the ammunition they sell.
Loading data is prepared by these
same laboratories for use with the
consumer grade powders they sell.
JMHO- I've never found a published
load that wasn't satisfactory for my
purposes

I would first confirm that max with other references. I’ve seen several grain differences in max from one reference to another. I’m working up loads for a 260 and 7mm-08 and do not remember which one it was for but Hornady was like 3.5 grains less than lee and Hodgdon on one particular bullet/powder combo.
