Does a new 870 Express shotgun require a ball detent to work properly?

Not if it's a new 12 Gauge Express model with the 'teeth' and you just want to swap out the longer barrel for the short one. However, you would need the ball detent if you planned on adding a magazine extension.
 
The one I have does not have a ball detent. My express has the ridged spring retainer that serves to lock the magazine cap in place. I know folks who use teflon tape on the threads of the mag tube and tighten the mag cap or extension with a piece of leather wrapped around the mag cap or extension and a pair of channellock pliers on barrels without the ball detent. this method and a mag extension clamp seems to work fine. I chose to keep mine as is from the factory. I didn't want to drill out or remove the dimples in the magazine just to have two more shells. But to each his own. You might try the Remington website questions page, they have been good to answer questions in the past for me. Maybe they could refer you to a certain barrel part # that has the ball detent.
 
FYI, I've got two 18" fixed IC/bead/matte barrels (identical P/N - ordered two by mistake from Remington, they're the cheapest ones listed). One has the detent, one does not. Both appear to work equally well on my Express. YMMV...

Using a Wingmaster style barrel on an Express is no problem. The Express nut has no dimples on the rim, so the detent gets pushed in out of the way. The nut is kept on by the ratchet mechanism in the tube.

The potential problem is if you use an Express barrel with no detent on a Wingmaster. Then there is nothing keeping the nut on except the tightness of the threads.
 
A month ago I bought a 18" cylinder barrel directly from the Remington web site and it has the ball detent. Buying it directly from Remington was actually the least expensive because they didn't charge shipping or sales tax. Cabella would have charged me both.
