It has several other Italian Proof marks and one photo shows "MADE IN" and is cut off but undoubtedly says "MADE IN ITALY" so it is doubtful "HS" stands for High Standard. While High Standard supposedly used at least some Italian parts I've never see a High Standard with Italian proof marks
