.45ACP Military Loads

Did the U.S. military contract specifications call for a specific type of powder and primer or did they just call for a load that produced a certain velocity with a certain weight bullet? For instance, did the specs call for X grains of type Y powder or did they require a velocity of x with a y weight bullet and we don't care whats inside? Just curious. 'Tuner, share some of your infinate knowledge of all things 1911.
 
For the most part, it was a specification of a 230 grain bullet at 855 fps. Some of the WW I ammunition boxes that I have in my collection state the exact powder charge on the boxes, which was Bullseye.

The most recent listing I have shows Cartridge, Caliber .45, Ball, M1911, using two powders, SR 7970 and HPC 1, neither of which is available in Canister Grade powders.

Does anyone know what these two powders' (SR 7970 and HPC 1) burn rates come close to which commercial powders?
