I'll use 30-06 for example. The original load used in WW-1 was a 150 gr bullet @ 2700 fps. By WW-2 that was upped to 2800 fps and the Garand is designed for that power level. Most commercial hunting loads at the time were the same. Today 2900 fps is typical with loading manuals showing as much as 3100 fps possible. Some factory loads are at that level.

That is not entirely correct. M1 ball, circa 1926, was a 172 grain boat tail projectile at 2700 FPS. In 1938 M2 ball, a 150 grain flat base projectile at 2800 FPS that roughly approximated the original 1906 loading, replaced it. This was due to M1's excessive range, and its overshooting the impact area of National Guard ranges.
