I have 12 old Mossbergs. Easy on the wallet to acquire. All accurate. Parts can be problematic. My Troy Landry savage also shoots well. Of your choices the Marlin 60.
 
I bought a used Marlin Glenfield 25 this year for a good price. So far it's been the most accurate .22lr I've bought yet. I've gotten 1" groups a t 50 yards and I know it could be better but even on a bench I'm still shaky with it
 
Either keep the Marlin or sell it and go with a Savage MkII. I have been very happy with my Savage MkII rifles. I have one in 17m2 and another in 22lr. Both have the heavy varmint barrel.

Here is a 5 shot group at 50 yards after sighting my MkII BTVLSS in at 25 yards. I did not make any scope adjustments or use any hold overs when going from 25 yards to 50 yards. This was with CCI Mini Mags.

If it was a newer Marlin 60 I’d probably sell it. The year you quote is the time they had a 17 round magazine and 22” barrel. The newer ones after 1984 have a shorter barrel and lower capacity magazine. I have two older 60s. I toyed with selling one for a long time. I’m glad I kept it.
 
I agree with you about the 60 vs 10/22. What is a jm marked one?

JM stamped is before Remington started making them.
Idea being the pre-Remingtons with JM stamped inside a small oval on the barrel are of better quality, being "true" Marlins. Even the Glenfields bring a premium over the Remington made ones.

I'd have to do a little digging around to figure out exactly how many guns I currently own, but I can promise that over half of them are .22's. I only have 5 favorites though.

We had a prove it thread a few years ago. I sincerely doubt every Savage MKll rifle does 1/2 inch at 50 yards with bulk ammo every time. The many that I shot against in matches would not do that. I would like to see it in person.
I did say all of mine were "close to 1/2" with bulk ammo. Not all types of bulk, though. Most shot Federal AutoMatch and old Federal Lightning under 5/8", but one wouldn't. It was the only rifle I ever owned that really liked Winchester Wildcats...or at least the ones that went off.

All of them shot Eley Standard from the CMP best, which is technically bulk since it came in 500 round loose-packed boxes. They all shot CCI SV and CCI Quiets really well too.

I kept putting the same Bushnell Trophy 3-9x scope on whichever rifle I was shooting, but I'm only keeping one. Every time I get another, I shoot against it and keep the better one. So I'm not only shooting junk "bulk" ammo in them, but I'm also not shooting any match stuff either.
 
My beater .22lr is a Romanian M69. I use to shoot clay pigeons or piece of them on a berm 100 yards a way.
 
maybe not “budget” but i would spend the $275 plus whatever for a ruger 10/22 takedown as a one-and-done 22lr rifle.
 
Ive heard alot of good stuff about those savage mark 2s. If I sell then that's what I'll get.

Savage MkIIs are consistently accurate rifles out of the box. With a few mods, some bedding they can shoot with about anything.

It has a EGW rail, DIP bottom metal and I bedded the little thing. Iti s pretty darn accurate with both CCI Mini Mags and SV especially.

Pick one that fits you. I’ve owned a few from most of the major players and most are far more accurate than their price would suggest. As for the not a 10/22 because everyone has one...the Model 60 has sold far far more copies than the Ruger ever did while being limited to blued or SS. How’s that for unique when factoring in all of the possible 10/22 variants! None of my Rugers have more than $10 in aftermarket parts and shoot reasonably well.

My money would be on a Marlin XT-22 as meeting your criteria in a bolt gun, but again, find what fits you and decide for yourself. A friend’s recently acquired Savage 64 showed some potential last weekend though I don’t care for it personally. Still, 1 more to have a look at.

I've fired Savage MKII customer-owned rifles and never found one that didn't shoot very well...better than a lot of more expensive rifles. Barrels are particularly good for the money spent on the rifles.
 
I once had a Stevens semi-auto that got about a gazillion rounds fired at dump rats and cans in a gravel pit, but never on paper. When I finally shot a couple of groups at about 50 yards, I almost fainted! The old girl couldn't keep shots within a 6" circle at about 40 yards! I'd never shot it at a target before and it was still killing things at fairly close range, but I couldn't keep such a poor shooter and traded it in on a new rifle that same day! The new rifle was a 10-22, which now sports a bull-barrel, was bedded, and trigger improved. A while back, it shot a Prove-It target...10 groups averaging well-under 1/2" at 50 yards, as I remember. It will KILL, but I don't hunt much with it because it's kinda heavy for carrying long distances. A receiver-sighted Winchester 69A bolt action gets the nod, most of the time.

If they shoot well for you, don't sell either.

BTW, one of the best inexpensive 22 LR rifles I have is a Norinco made 98k lookalike in 22 LR. Don't know what model it is, but a bolt action it's plenty of fun. I should make a bayonet for it.
 
I have a Rossi RS22 (same as the Mossbeg 702) that doesn't disappoint. I don't recall group sizes but it's easy to hit clay birds on the berm from 75 yds. with the factory irons and not so good eyes.
Threw a cheap tasco 3-7x20 scope on my HOO1 Henry as a sanity check (proof that the irons on that gun don't work so well for me). Managed a 3/4" group @ 75 yds with some Aguila super extra bulk ammo while having a zen moment. Probably will never be able to repeat that...
