Additional ATF forms for purchasing multiple firearms?

In a super ideal world, banning all firearms would make the ATF useless and dissolved. Realistically banning firearms would have every single ATF agent working multiple shifts to enforce a total gun ban. Such a small agency doesn't have the manpower or resources to enforce current gun law. Throw on top a total gun ban? That would be like using a kid's Tonka toy set to move a mountain for a highway.
