This is for Glock 29/20/21/30. I'm looking for a rear sight that is:

1. Relatively inexpensive
2. Adjustable (click, both axis)
3. Yet relatively user-friendly / snag-free (not sharp enough to cut your steak with)
4. and regular square notch.

Any suggestions? Thanks.

I had a set of these on my Glock 23 that I used for many years, until the tritium inserts finally died - durable, low-profile, snag-free, all that good stuff. A couple of down-sides for your purposes may be the windage adjustment(no clicks, you loosen two lock-screws and slide the sight gently side-to-side) and the elevation adjustment(clicks, but on an eccentric cam - you gotta "fire-and-try"). The rear sight alone will be $75(plain black) to $80(white outline), or $108 if you get it with tritium; a set of front & rear sights runs $102/108/150.

Another option would be the Glock factory adjustable sight, but it's all plastic and doesn't hold up all that well, especially if you click the sights back and forth a lot. However, it's quite inexpensive, around $15-20 for the unit, plus installation labor.
