Well I can kind of help--
I have the Tula Toz 78-03. The Toz is the rifle that Winchester Wildcat is based on with a new stock, a non adjustable trigger, new sight system, and reshaped bolt handle. I love My Toz its a highly accurate rifle, eats almost anything, and was a fantastic value for the $100 they were going for 2 or 3 years ago.
My advice on buying them is if you can get one for less than $150 its well worth it, over that and I might wait....
**Here are my thoughts on my Toz 78, almost all of which will apply to the Wildcat
Pro's--
Good accuracy. I am not a great shot, but it can hold 3/4" at 50 yards all day long with Federal bulk pack. With Wolf Target I was able to reduce that even further.
Cheap Even the Wildcats can be had for $150-200
Adjustable trigger I have mine set very crisp
Action Action is smooth, and its easy to operate the bolt handle
Con's--
Plastic Magazines haven't had any break, but they just don't feel super solid. Not impossible to find them, but definitely harder to find than many other models out there.
Stock The Toz stock is quite literally carved from a 2x4 by a drunk Russian peasant, and had someone just slather some crappy orange finish on it. Its crude and ugly, but not uncomfortable. Keep in mind though that the wildcat has a different stock, and is considered much improved over the Russian Toz stock.
Scope mounting The Wildcat and the Toz have a dovetail rail on top that is non standard for the US (IE not a 7/8 dovetail) Its not a huge problem, as all you really need is a set of Millet (or other)rings for the 7/8 dovetail that pull in from both sides to make it work.
