The local gunstore is selling a DPMS AR 15 lower kit for only $250. I am looking for a complete upper asembly with barrel online. They can be as cheap as $500, making a complete rilfe cost $750. Do the upper receivers need to be shipped to an FFL or can they deliver it straight to your home? Thanks.

No FFL required. The lower receiver is considered the firearm by the BATFE, not the upper.
I received a couple, delievered to my doorstep, in California even.
No FFL required, and it was my business what I did with them (since, under California's laws, I could have used them illegally, or legally, knowing and doing things within the law was up to me, not the vendor's legal responsibility).
