Are 12 ga shells, 2 1/2” long, available?

Shotgun shells are measured after being fired. Shooting a 2 3/4 will open the crimp over the forcing cone increasing pressure. Many of the older 2.5 inch chambered guns have Damascus barrels. You really don't want to fire a 2 3/4 shell out of one.
