Best Cheap 9mm Ammo for Toppling Steel Plates?

What would be better for knocking over steel, 147 grain standard loads, or 124 grain NATO loads? Any other low cost alternatives?

115 standard loads are not getting it done.
 
Steel plates? No problem; but steel, 'poppers' are a different story. If you're able to avoid making either peripheral or lower-third (groin) area hits on these standing silhouettes, then standard velocity 147 grain 9mm bullets should be sufficient - Not as good as hitting them ANYWHERE with a 45 ACP, 230 grain, FMJ round, but still .......
 
Whose steel plates? If your load makes power factor and doesn't knock plates over with a scoring zone hit, the plates need to be recalibrated.
