I take it you have a reloading press so all you need is a wire cutter/stripper like this.
You use these to pull the bullet out from the brass like this, then pull up on the handle after you have a good grip on the bullet.
After you pull the bullet, dump the powder (if you know what powder it is save the powder to reuse).
You can resize the brass but you will need to catch the primer as it falls out.
Yes it can, but if you choose to remove the primer be sure to wear ear & eye protection just in case one ignites. Kinda the reason I put in the post to catch the primer as it falls out, most don't know that it can be resized without removing. It's not a good idea to have live primers laying on the shop floor.
