Black tip 9mm?

Probably not.
There is AP 9mm in the world, but it's pretty rare in the US. Depending on the head stamp and bullet, the most likely thing, that you'd find in the US, is the old Israeli black tip sub gun ammo. Loaded kinda hot. I don't remember what they used for a projectile. 115gr Jacketed? Something like that.

Nothing steel core about it.
If it was it would be against Federal Law concerning 'cop killer' handgun bullet construction.

I believe it is a cheap copy of the old Black Talon ammunition that would expand better through hard barriers like doors and plywood. The copies are just a coated projectile or a plastic cap on conventional HP ammunition. Corbon Powerball ammunition uses a plastic ball in the HP to feed like ball ammunition. Black Tip is a type of shallow water shark as far as I'm concerned, a good fighter on light tackle, but not anything special as ammunition.

Being magnetic doesn't mean it's steel core.
Plenty of ammo, and handgun ammo, is magnetic. Even brass case lead core. It could be a bimetal/gilded jacket that has some steel in it. RWS Geco has some that's like that...brass case lead core but magnetic with steel in the jacket.
