When I purchased my first 22lr gun I ended up choosing a browning buckmark strictly on how it felt in my hands. Both the browning and the ruger handguns are excellent , reliable and accurate shooters. You can't go wrong with which gun you choose, it is merely a question of aesthetics in which features appeal to you. But since you asked which one I would flip a coin between the hunter and the target competition, or buy one each.
Ruger fan. Are you going to put a suppressor on it? Matters as I prefer it light and short in that case and need it threaded. If not, longer and heavy is better in my mind.
Browning is nice though in that the upper is not the #'ed part like the Ruger so you can easily get a long or short upper later as you like. I would get long and heavy from the factory and replace with a short, light, threaded TacSol later.
Both the Ruger and Browning are solid options. I hate trying to engage the safety on the Browning but that is minor.

My Victory has been flawless.
In a MK.IV I would go with a stainless steel target model; either the 5 1/2" bull barrel version or the same thing only threaded for a suppressor.
Be careful, some Mark Iv’s aren’t all that great either. I have shot both. I actually prefer the Victory I shot.The Smith and Wesson Victory is a Lemon. Looking at the Ruger Mark IV but which one?
Out of the box the Victory is more accurate yes. I have a Mark Iv TargetI have had great results with my Victory.
I agree, go with SS. I like my MKIV Hunter, but be prepared to drop another $150 of aftermarket goodies into a Ruger to get the trigger/action as good as the Victory's.
