Unless I have specific plans to purchase a firearm in that caliber with a definite time table, I never buy ammo in a caliber I don't own. It is a total waste of money.
I bought a box of 40's from a Gun shop that was going out of business because I plan on buying one in the very near future. But that's the only time I have done that
I actually know a few guys that just stockpile random ammunition. Their feeling is that if we enter into some sort of huge war or great depression or anything like that, that money will be worthless. Gold will just be a rock. The only thing that will get you anywhere is ammo. So...they stockpile it as a form of possible currency or persuasion for the chance of a crazy future.
Sounds crazy to me sometimes, but.... more power to them.
I bought a set of dies for a rifle/caliber I don't own (45-70) to teach a buddy to reload for his rifle. That turned into a bullet mold for 45-70 and soon was followed by a rifle.
I also bought a bunch of 30-06 in anticipation of a Garand purchase.
Auctions and yard sales. Lots of times I find a box of miscelanious ammo both loose and in partial boxes. Once bought a Whichester wooden crate half full on odds and ends for $9. Wanted the crate. Sold three rounds of some obsolete ammo to a collector for $11 each. Sold the crate for $30 to another. Still got a bunch left over.
I usually won't buy ammo I don't need, but I did buy a large lot of brass at a flea market this summer CHEAP. I don't mind stockpiling some odd brass that I might need someday.
I once picked up a box of Hornady SW .460 by mistake at a gun show; it was right next to the .480 ruger i had intended to buy ( i didn't have my glasses with me).....of course i couldn't waste the ammo so i had to buy the SW.460. My wife couldn't understand my reasoning.......sheesh, some women just don't get it
