To Mr. Mullin,
I am a constituent in the 19th Assembly District, and I am writing you concerning SB489, a bill that would require loaded-chamber indicators and magazine disconnect devices on all handguns sold in California. If enacted, this bill will lead to a de facto handgun ban in California, and I strongly urge you vote NO when this bill comes before the Assembly.
Too often one hears of children killed in incidents involving "unloaded" guns. These situations are completely avoidable, but SB489 will not prevent them. Children and others, who do not know they should check the chamber of a handgun, will be inclined to ignore any chamber-loaded indicator out of the same inexperience. Magazine disconnects only function if the magazine has been removed. Both of these features introduce mechanical complexities into weapons that must function reliably in self-defense situations.
SB489 will essentially ban handguns in California because very few firearms are manufactured to satisfy the conditions in the bill. Consumers (both law enforcement and private citizens) overwhelmingly do not want guns with extraneous features that reduce their reliability. The best solution for tragic accidents is firearms education, not government-mandated limits on consumer choice.
