I am getting stationed in California this winter for the next four years (USAF). I have a M9 and Ruger 22/45 Mk III.

Can someone explain all this to me ...

If I have the gun already in hand and it isn't on the "certified for sale" (after and expired date), am I still allowed to own it when the dates expire and if they don't get renewed?

Yes.
M9 and Ruger 22/4 MK3 are ok, you're fine.
 
If you are bringing a firearm into the state of CA from another state:
It needs to be on the CA DOJ Approved Roster

Q:I am moving into California and I own several handguns. What are the new-resident registration requirements?

A: You are considered to be a personal handgun importer as defined by California law. You may bring all of your otherwise California-legal firearms with you, but you must report all of your handguns to the DOJ within 60 days as required utilizing the New Resident Handgun Ownership Report. [PDF 518 kb / 2 pg] You are not required to report rifles or shotguns. You may not bring ammunition feeding devices with a capacity greater than ten rounds, machineguns, or assault weapons into California.

If the firearm you own does not get its CA DOJ Certification renewed:
It is still legal to own (Since you purchased it/ imported it when it was on the approved roster)

Private party transfers, curio/relic handguns, certain single-action revolvers, and pawn/consignment returns are exempt from requirement.

If you have hi cap mags just take them apart before you get into california and they will be legal as parts. Buy some ten rounders. Mark

PB, I will probably be living in the Santa Maria/Orcutt area ... in ranges in the south SLO or SB counties?

You can bring the guns, but not the magazines.

10 rounds or less for magazines.


Also no threaded pistol barrels. If the barrel is threaded it is a felony assault weapon.


If you are going to make California your home then you need to pay to register your handguns with the CADOJ. The current fee and form will be on the attorney general website. The fee is around $20 per firearm to register them.
 
Update:

Vandenberg has a Rod & Gun Club on base, so I will likely shoot there unless it is over crowded on the weekends.

I am active duty military, so I am trying to read into all the exemptions surrounded with that. (Will still plan on registering with the California DOJ, but I can always have the base armory and maybe even the R&G Club store my guns).

There is a good range in Atascadero. At least I remember it being good when I was 8-17. I know its still there. I also remember a decent range in the Morro Bay area. I think it was in between Morro Bay and San Luis. They had a good skeet range and I think up to 500 yards for rifle. I know those would both be a bit of a drive, but I remembered them being pretty good. However you would have to get a membership for the one in Atascadero. Not sure about Morro Bay.
