Well, from what I have read they are going to ban on-line and mail order sales. they tried that a few years ago and the feds pulled the interstate commerce clause on them and got that law struck down. i dont see this permit to purchace ammo lasting too long either. What if you are not a resident? What if an out of state hunter who has purchaces thier tags and hunting licence needs to purchace ammo while In California?
 
The last CT law debacle included a permit to buy ammo if you didn't have any other CT permits.

I don't think it's gone into effect yet, along with other provisions that haven't gone into effect, i.e., registering "assault" weapons, "large" capacity magazines, etc.

They have yet to set up the necessary bureaucratic apparatus, but it's law.

Fact is, that FLA used to keep track of all ammo purchases 30 odd years ago. The shop owner put your name in the little black book.

It may have been a Brevard County thing, but I think it was a state law.

Funny, 30 years ago you could buy long guns or handguns in CA without much difficulty.
 
Underground reloading operations will be springing up next to the Meth labs. That ought to make the inevitable explosions even more impressive!

I recall that after the federal 1968 Gun Control Act was based, ammunition was sold only by FFLs and sales were logged in a bound book at time of purchase (name, address, drivers license, make, caliber, quantity).

It was abandoned as not serving a useful law enforcement purpose: massive records, no practical use.
 
I think the peoples republic of Mass. requires them too.

I bought a prepaid Visa and buy ammo over the internet using my Bro in Laws address out of state and my visa then go visit & pick the ammo up.
 
Maryland does it without any law at all. The state police got a grant from the Brady gang and requires dealers in some areas to record all ammo purchases and require ID. The grant money funds the people who do the data entry and process the records. Some dealers balked, questioning the state police authority with no law backing it up. They were told that if they didn't cooperate, their state regulated firearms licenses would be revoked. No one as yet has challenged it in court.

They have not (yet) required all greetings to be "Heil O'Malley" but that will come along shortly.

So that is how the government has lowered unemployment. You just learn something everyday.
 
Before FOPA 1986, ammo was federally regulated and had a record keeping requirement. It had no law enforcement value and even the BATF director agreed it should done away with.

A friend of mine lives in Massghanistan and said you need a FOID card to even buy pellets for a pellet gun.
 
Clarification: The Senate passed the bill (SB53) and it moved to the Assembly at the end of May.

The recent action was by the Assembly Public Safety committee. The next action will be a vote - or placement on the suspense file - by the Assembly Appropriations committee.

Should that committee pass the bill (not unlikely, but not a foregone conclusion), the bill goes to the Assembly floor. If it gets there, it is highly likely to pass and be sent to the Governor. That should happen about mid-September.

In that case I wouldn't even bother to hunt there. If I am planning a long distance hunting trip and I have to spend more time looking up legal info than stalking the game, it is nowhere worth it to me. And the added bonus of taking away all the money CA will take in from out of state hunters in revenue.

Law like this are just plum stupid. Worse is the ones who enable them actually think they will work. When I was still living in VT, NY had just passed the law that if you were buying a "pistol caliber" you had to present your NYS pistol license (not the same as CCW paperwork) otherwise you would be denied sale. I was visiting NY and (actually) found a halfway decent price on some pistol ammo and wanted to bring it back to VT. After the first time I was denied sale because of this law. Even though Google can tell you about rifles that shoot pistol rounds. If it is that easy to get around the law, criminals will laugh harder.
