Can a Class 2 SOT sell Destructive Devices?

Sorry if this has been asked before, I searched on the forum but didn't find anything. I heard a rumor that a Class 3 or Class 2 SOT can transfer/sell a limited number of destructive devices without the DD license. Can anyone confirm or deny?

What did you want? Generally no. Rumor is they can do 1 or 2 a year, never seen it happen.
But they could sell you a bare non-dd M203 receiver with no barrel as a "firearm" and you could form1 it into a DD and put a 40mm barrel on it.

We're going to do a DD license shortly but I've been itching to purchase an LMT 40mm for my personal collection which is why I ask.

Our IOI said generally they'll allow an 01/03 or an 07/02 to do one DD transfer per year, but there are instances where it may be more or none, just up to the examiners and also based on the proximity of an 09/03 or 10/02. If there's a DD dealer nearby, it has to go through them.
 
I bought a used 40mm barrel. I have a feeling it "followed the guy home" one day when he was in the army, back in the late 1980s early 90s. In the air force we would have inspections and stuff that we had too much of needed to disappear very quickly.
Last time I saw a new one on gun broker they were about $500.
