Can gun be transfered to out-of-state FFL at a gun show?

This would come into play if I took a handgun from my residence in NJ to a PA gun show and transferred it at the show to or through a Non-PA FFL.

You can transfer or sell a gun to a FFL anywhere in the US. Keep in mind that this gun will still be recorded as yours with the NJSP so be sure to get a receipt of the transfer to the dealer, whoever he transfers it to doesn't matter to you.

Not completely true. An FFL can only transfer a handgun TO an unlicensed person resident of the same state the FFL is licensed in. They can receive firearms from any state.

My thought was that maybe PA could have a rule that only allows transfers to an FFL who is somehow licensed by PA.
