It looks French.

It would help if you could post the markings on the lock plate, and any that might be on the top of the grip just above the butt stock.
 
Navy Arms had an "1855 Harpers Ferry Dragoon Pistol" that looks VERY close to this; it would definitely help if you could get some close-ups of the lock-plate and any markings/proofs on the barrel.
