As in the phrase "bling bling?"
It's an urban term for flashy, gaudy. Usually involving large amounts of gold (real or fake), diamonds, etc..
In context with firearms your prototypical "pimp gun" would be bling bling. Nickle plated, gold trigger, safety, etc... Pearl grips.

Since I am der Blingmeister of this and many other forums, I feel I am qualified to answer.
This is one of my many SA CAS six guns that I also use as a CCW from time to time. "Oh it don't mean a thing ,if it ain't got that Bling" I also like to wear about $20,000.00 worth of Diamond Rings on my two little fingers. Gives me a good excuse to pack iron! Not to mention the watches I wear.

Here's my take on "Da Bling-Bling."
Ornamental affectation that adds to eye appeal of an artifact without adding much to the function or usefulness of said artifact. An example would be
chrome bumpers, a 2500-dollar set of high-tech brushed aluminum wheels, and
orange flames painted down the sides of a pickup truck. It won't run any faster, or get any better gas mileage, or haul any more weight in the bed.
It's still a pickup truck, even though it's a real snazzy pickup truck.
Other examples are Rolex watches when a Timex will tell you what you need to know for about 35 bucks. Gucci shoes, when all you need is somethin' to protect your feet. 200 dollar Chinos, when Levis or Wranglers will serve the same purpose. A 40-room mansion that 2 or 3 people live in.
The list could go on...
I guess I'm just more of a "Low-Key" kinda guy...like Sam Walton without the liberal slant. Like my hero, Forrest Gump so candidly noted:
"More than what ya need is mainly just for showin' off."

Bling is apparently less than desireable when possessed in the singular--two seems to be the de facto standard for "coolness" or whutevvah.
Singular is okay ONLY as a reference to the subject itself, not to the object gettin' blingy.

I wouldn't consider silicon implants as Blingy. I would call them Boingy.
