There is only one place in the U.S. that there is such a Law and that is Kennesaw, Georgia. Thats outside of Atlanta! It became Law in the early 70s. The mayor at that time was a member of the John Birch Society http://www.jbs.org. You can't get any more of a Pro-Gunner or a Constituionist then a Bircher!!!;)

I think Justin put the definition of "stoner" best:

Someone who regularly indulges in regulating a little bit of "interstate commerce."

Although we have taken to calling my friend "The Leader of the Opposition", seeing as he's got the same name as the Tory leader.
