I've tried to drill out my rotors for my Green Machine Little Dandy Powder measure but the metal seems to be too hard for my drills. I've tried steel and titanium bits and resharpened them but they still won't cut the rotor. Has anyone had any success doing this? If so, how did you manage to drill them out?
 
Not personally.
But if they are harder then a drill bit?

A Grind stone on a Dremel tool should do it.
Just will take a little longer.

Give the fellow Bush Pilot referred to a try.

I purchased one a couple of years back when he first started offering them. It is a neat idea, and works really well. The only thing I have done to it was to pick up a bit longer wrench so I don't have to remove the plastic funnel when I adjust it.

If you play with enough handgun loads to warrant several different rotors, this one will pay for itself really quick.

Instead of trying to drill the rotor out, (doesn't work) I took a larger cavity rotor and put some JB weld in the bottom of the cavity and then drilled that out as necessary to get the correct charge.

But the best solution is to buy an adjustable rotor from Bill White as listed above!
After all the drilling and trying I got the adjustable rotor and have found it to be much easier to deal with. When I bought mine several years ago he charged about $40 for a well made, functional rotor. I like it!

No, I have never tried to alter a Little Dandy rotor. As to the "if so" and "how did you manage to drill then out?" I wouldn't, has to do with problem solving.

Make your own rotors, instead of cutting them into short rotors use long bar stock to make long rotors. Drilling a lot of holes in one rotor would allow for more option. The rotor that protrudes from the sides could be used to rotate the rotor.

Or make little bushings/sleeves for the hole to reduce the diameter.

The questions was not about "How to customize a rotor. It would help to learn to spot anneal when working with metal that seems 'tuffer' than the drill bit/cutter.
