I have loaded some with Trail Boss. It is my favorite plinking/target load in my 3" Smith. Poppy, fun, and accurate. Can't help with the 231. Sorry.

I used to shoot lead DEWC's all the time with W-231, but don't remember (For sure) the charge weight. I can check later.

I shot a lot of 148gr DEWC with CCI-500 primers and W231. You can use HBWC load data with DEWC bullets, just start at the bottom and stop when you get the most accurate load. (or hit the max lol)

I charge 3.4gr W231 under a 148gr DEWC and have shot many thousands of them over the years. That is a very accurate load for me...

Hodgdon's web site shows a start load of 3.5 grains for a hollow base wadcutter. Same weight, marginally more case volume with the hollow base, shouldn't make a lot of difference if you start there and work up. Max load shown is 4.0.

As written above you can go below 3.5gr, I use 3.2. Very soft and accurate. Gets a little dirty at those pressures though.

I have a 2000 edition of Loadbooks for .38 spl. In the Lyman bullet section, it lists Lyman #35863 which appears to be a 148 grain double ended wadcutter. Using 231 and shooting out of a 4 inch barrel they show a starting load of 2.5 at 600 fps and a max load of 4.1 at 957 fps. The RCBS section shows one of theirs from a 6 inch barrel. RCBS lists 4.0 grains of 231 producing 853 fps and a max load of 4.5 grains producing 951 fps. At the time Hornady shows one of their DEWC. From a 4 inch barrel, they show 3.2 grains of 231 producing 800 fps, 3.5 grains producing 850 fps, and (max) 3.7 grains producing 900 fps. Hope this helps.
