Wordnet has this definition of "Concealed:"

Thus, "PREVENT from being SEEN or DISCOVERED by others," and "hidden out of sight" would mean that you would NOT be "made" by anyone, civilian or cop.
Concealed means exactly what it says. Here's my opinions on the matter, and what I go by when I carry:
1. A "Concealed" license does not necessarily mean that you are immune from arrest if your handgun is discovered, and this discovery causes a cop to approach you.
2. Many people are freaked by guns, and walking around "printing" a handgun makes people uneasy . . . and this is NOT good for the preservation of our rights to carry. Just because someone is suddenly scared of you because they notice your gun does not mean they are going to TELL you they noticed. Quite the opposite. Same with cops noticing. They may just decide there's no reason to hassle you . . . but they are surely going to keep an eye on you!
3. If anyone can "make" you, and you are "made" by a gang of thieves, you may walk into a sudden attack so that they can steal your gun. I can think of no good outcome to this scenario, whether you get the snot kicked out of you and JUST lose your gun, end up being shot at the onset of the sudden attack . . . or if you shoot your way out of the bad situation.
4. If a bad guy comes in a place seeking to commit an armed robbery, and cases the joint and sees the print of your gun, he'll shoot you first . . . before he proceeds with his robbery. You might as well be wearing a shirt saying "Shoot Me First," or carry your gun in a "Shoot Me First" vest or fag bag (fanny pack).
WE MUST KEEP IT CONCEALED . . . or else . . . IT ISN'T . . . and the outcome could get nasty!
