Does anyone have any idea what this 9mm bullet is besides being some kind of lead coated projectile?

The bullet looks like a typical coated truncated cone cast one I shoot all the time. Assuming the cartridge is 9mm but I honestly cannot tell for 100 percent certainty just from that photo.

If it is not a poly coating is it some kind of electro plated job or paint that is flaking off?
 
I doubt that round is a factory product. It looks more like something made up by a reloader. The head appears to have been altered in the extraction groove area. What appears to be flaking paint on the bullet suggests something made up for display (as in a cartridge belt in a movie) rather than actual use. Pulling the bullet might confirm whether there is powder in the cartridge and if so what type.

This turns out to be a Spanish military round.
 
Thanks all. I think I found out what they are. Very interesting, and I wonder how they ended up in the scrap box at the range that I go to.
 
There are actually 3 or 4 different versions of the heavy MABLAN rounds, and they were more of an experimental round than wide issue in Spain. Apparently a few cases were accidentally included in some pallet loads of surplus ammo that arrived a few years back. As stated above, it shot like crap.
