I think it is allowed between non-FFL residents of New Jersey each with a Firearms owners card.

Can anyone point me to the statute?

How long does the seller need to keep the form?

It says the seller who is not a dealer "may" file it with the local police:

The said certification shall be retained by the seller, as provided in paragraph (4) of subsection a. of N.J.S.2C:58-2, or, in the case of a person who is not a dealer, it may be filed with the chief of police of the municipality in which he resides or with the superintendent.

Query, must the non-dealer file it with the Chief of Police?
Does the non-dealer seller have to save it otherwise?
