PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation Parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number RFQ 0200727. The NAICS Code for this requirement is 332994-Small Arms Manufacturing: The size standard for this requirement is 1000 employees. This requirement is a 100% small business set-aside. This requirement is for brand name only.


The resultant contract will be a firm-fixed price contract. The requirement is for the following:

2,963 each Glock Model 23 pistol, with smooth trigger, extended slide stop, medium magazine catch, tritium sights, 6 magazines


Shipping Condition: Shipping must be free on board (FOB) destination CONUS. Quotes shall include all shipping costs to Quantico, VA. Equipment Condition: New Equipment ONLY; No remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Offer Period: Bid must be good for 30 calendar days after close of this posting. Delivery must be made within 70 days or less after receipt of order (ARO).


Responses shall be submitted via electronic submission to Amy Lacy at [email protected]. The due date for responses to this RFQ is on or before July 23, 2010, 10:00 am (Eastern Time). Responses must be marked as follows: "RFQ 0200727." All correspondence regarding this requirement must be submitted to Amy Lacy via email only. Quotes shall include a point of contact, contractor DUN's number and TIN number.


This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-44. The provision at FAR Clause 52.212-1, Instructions to Offerors (Nov 2007) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to [email protected]. Provision 52.212-2, Evaluation - Commercial Items is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Brand Name Justification: Glock weapons are the standard issued service pistol for the Federal Bureau of Investigation (FBI). Provision 52.212-3 Offeror Representations and Certifications-Commercial Items is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items, apply to this solicitation. (Q) In reference to the medium magazine catch, is this the magazine catch that the Bureau developed with Glock?

(A) It is mid-way in length between a standard magazine catch and an extended magazine catch.

(Q) Is there a specific format in which you would like to see this proposal?

(A) The quote should contain the company name/address and POC information, DUNS #, Tax ID Number, description and/or stock numbers and pricing. If you wish to submit an SF 1449 that is accepted as well.

(Q) In reference to your current solicitation for 2,963 Glock model 23 handguns, do you have the specific item number for the exact Glock handgun that you woule like to purchase?

(A) The item number will be Pistol, Model: G23-.40 caliber.

Glock

I buy, sell, trade a lot as I'm a sick man. Truthfully, I've owned just about everything their is in commonly obtainable pistols. I agree 100% with the FBI on this purchase. Nothing is better than the Model 23 when you consider reliability, capacity (especially with Model 22 mags), accuracy, concealed carry, weight, maintenance, parts availability, simplicity, and cost. And any other criteria you can think of. I've owned Colt, Smith, D.Wesson, Tangfolio, Wittness, Browning, H&K, Sig, Beretta, Kahr, Detonics, Ruger, CZ, Les Baer, Wilson, Springfield, that come to mind immediately. Actually in some of these I've probably owned a dozen or more and several models. All were shot a lot when I owned them. Shot enough to convince me that the Model 23 is the answer. I still personally believe, after all these pistols, that the most perfect & advanced pistol ever built for personal protection is the Glock 23. I still carry a Glock 23 stoked with Model 22 mags. I much prefer shooting my Custom & Semi Custom 1911's, they are more accurate, better triggers, better ergos. Still I carry a Glock 23 for defense as altogether, in total, it is the better suited pistol. The FBI is absolutely correct in this decision. Just my opinion, your mileage may vary.

So, that comes out to $320 per pistol tax included (with night sights, 6 magazines, and free shipping); we should do a group buy.

They probably have the the funding to purchase at most 2963 pistols. Order any less and wallah!.....less funding next fiscal year.

Pretty good that's 100 dollars less than the Glock LE/Military deal with only 3 mags including tax; the FBI deal wanted 6 mags per gun.
 
I heard the FBI had too many agents and was looking for a way to thin the ranks without firing anyone.

Kaboom.... Mission accomplished.

I jest of course..i am sure no more than 3% could ever be thinned out that way. :p

In all reality, Glock probably was just the low bidder over sig and got the contract by doing the steep discount. Its nice when our govt security is in the hands of the low bidders!

I am sure they determined that no more often tha FBi agents actually USE their weapons..(they may be drawn 100x a year and fired once IF that) that almost ANY hand gun would do. For serious fighting..they have other tools... A glock is tough as nails and reliable with almost zero maintance..a no brainer for almost any utilitarian use that calls for it to be reliable and tough first, and accurate second. (As Mes228 pretty much stated in the second post from the top)
 
When you come to think about it, why is a polymer gun so expensive in relation to other items, ie. a top of the line lawn mower under $320, a good gas grill under $320, a good shotgun under $320, a laptop under $320.

With so few parts and as simple as pistols are, a Glock should be selling for no more than $20.
 
I believe it costs over 60 dollars to make a GLOCK - when everything is running smoothly. But you have to consider with a factory assembly line, any unplanned downtime, whether caused by a parts/material shortage, or a worker showing up late, or someone making a stupid mistake... may cost a lot. So that 60 dollar mark is really just a potential. The price is always higher in reality.

So then there's shipping, warranty work, and lawyers, protecting their patents, etc etc. R&D for the Gen4 GLOCK?!

I think they could realistically sell GLOCKs for $300.00. But they don't need to cuz of something called demand!
 
I've got a Glock 23, as well as 32 and 19 and a few others like my carry 26.

I highly recommend them! The 23 will do the deed very very well. I suspect the FBI's search for the perfect gun has ended (from the Smith 13 to the 10mm to the Sig and now the Glock.)

They have been using the 23 for years now, and it's obvious it has worked out well.

I was thinking of ICE, FAM, coast guard ATF etc.

My bad!

But its almost always a Glock, Sig, Beretta or possibly an H&K or S&W when we are talking gov agency.

Several of the FBI agents who were grandfathered and allowed to perfer their sigs (from what i hear).

Glock has the potential to crush them all with simple volume and price..which...while it may be the way of capitalism, may not be the preferred weapon for the indivdual agents.
 
Guy comes at you with a knife. Would you also rather have a 20 dollar knife or a 320 dollar glock?
 
I have the 17, 21, 27, 30, & 36 along with a number of other quality semiautos. But I favor my G23 over them all.
